    Professional Land Surveyor 2 - Lead Right of Way Surveyor

    The primary purpose of this position is to serve as a participatory leader of a two-person unit within the Engineering Automation Section that establishes and promotes the Highway Division's standards and expectations for R/W mapping and legal descriptions for conveyance documents.  This position requires a licensed Professional Land Surveyor to:

    1.     Assure that ODOT's R/W drawings conform to division standards, comply with State laws, and recognize professional practices for land surveying and mapping;

    2.     Assure that ODOT's descriptions of real property legally convey the desired right and title to the State, local public agency, or private party;

    3.     Lead and train members of the Survey Unit;

    4.     Mentor ODOT consultants and Region employees; and

    5.     Serve as ODOT's recognized expert on the preparation of effective R/W drawings and real property descriptions.

    Duties and Responsibilities:

    • Train consultants and Region staff on the Highway Division's standards and expectations for R/W mapping and legal descriptions for conveyance documents.  Assure that ODOT's R/W drawings conform to division standards, comply with State laws, and recognize professional practices for land surveying and mapping.  Assure that ODOT's descriptions of real property legally convey the desired right and title to the State, local public agency, or private party.  This may require travel to consultant or Region offices to conduct formal training or attend project design meetings.
    • Review and audit completed work of consultants and Region R/W designers to verify conformance to division standards, compliance with State laws, and recognition of professional practices for land surveying and mapping.
    • Serve as an expert resource on R/W drawings and property descriptions for ODOT, other State agencies, FHWA, local governments, and the public.  Make determinations regarding the width and/or alignment of the existing R/W.  Define the extent and character of ODOT's property rights.  Provide advice and information on ODOT policies and practices regarding R/W mapping and property descriptions.  Act as a resource to the Regions in the preparation of court exhibit drawings for the Department of Justice for use in trials.  Serve as a consultant to the Attorney General's office and provide expert courtroom testimony relating to ODOT R/W mapping and property descriptions.
    • Advise other ODOT offices, other state agencies, local governments, federal agencies, and the public regarding the location and extent of ODOT's existing property rights.  All of ODOT's official R/W drawings and files are housed at headquarters in Salem.  Currently there are over 7,000 original R/W drawings and over 142,000 original R/W files.  There are constant requests for research of these formal records to confirm the status and limits of ODOT-owned property rights.

    Minimum Qualifications
    A valid Professional Land Surveyor (PLS) license (If registered in another state, successful applicants will be required to obtain comity within six months of hire)

    AND 

    Three (3) years of journey level professional surveyor experience.
