<p>A workshop for Surveyors and Engineers &#8212; support for flood insurance agents, building permits and home owners (6 PDH). Updated information for completing Elevation Certificates. Review updated FIRMs for Jackson and Josephine Counties. LOMA (Letter of Map Amendment), e-LOMA (Electronic LOMA), LOMR-F (LOMA-based on fill), flood study requirements and flood insurance discussion.</p>

<p>An all day SATURDAY seminar on Comprehensive Planning, the Planning obstacle course of codes, applications and the approvals process on a National as well as a Local level. The seminar will be of interest to surveyors, engineers, architects, planners, realtors and the land planning and legal communities, all in understanding the hurdles and planning pitfalls as a project is prepared for application into the local planning process.</p>

<p><strong>Randal O&#8217;Toole</strong><br />
Mr. O’Toole is a nationally recognized speaker, author and analyst on planning issues in the United States. His work has included municipalities as well as State and Federal jurisdictions on issues such as metropolitan planning, light rail plan analysis, and reviews of forest plans. He is based in Oregon and will be tailoring comments to regional issues and his thoughts on future concerns.</p>
<p><strong>Gary Darnelle—LCOG</strong><br />
Mr. Darnelle is a Lane County Hearings Official with the Lane Council of Governments. Gary teaches basic courses on planning fundamentals and preparation of planning applications. His courses provide information and techniques on creating good findings reports and preparation of written statements.</p>

			<content:encoded><![CDATA[<p>Age 67 of Klamath Falls, Oregon was called to help survey the heavens on January 9, 2012. Richard was born August 21, 1944 to Russell Clinton and Lucille Marie MacWilliams Chesebro in Olean, New York. In 1955, his parents purchased a farm on the Five Mile Road in Fitch, New York. Richard helped his parents with their farm while he attended Ten Brock Academy in Franklinville. He graduated from high school in 1962, married the former Cheryl Lynn MacPherson, and joined the Air Force. His Air Force time took him and his family to Mississippi, Michigan, and Alaska. He left the military in 1967 and obtained his Associates Degree in Forestry from Paul Smith&#8217;s College in Saranac Lake, New York.</p>
<p>In 1972 Richard began his career as a land surveyor on the Siuslaw National Forest in Oregon. Richard married his wife and partner Evelyn Ruth Kalb on August 23, 1980. Richard was a registered land surveyor in Oregon, Washington and Idaho. His land surveying career took him to the Salmon, Wallowa-Whitman, and Colville National Forests; In 1997 Richard retired from the U.S. Forest Service, received his black belt in Tae-Kwon-Doe, and opened a land surveying partnership with his wife Evelyn. Richard loved his family above all else, and would always phone or send emails and texts to his family about his surveying adventures. In 1997, Richard initiated the annual Chesebro Family Campout. Family, extended family and friends came from all parts of country to relax and enjoy being together. Richard in his spare time liked to keep up with family and friends, ride his Harley, watch NASCAR racing, or just relax with his Jack Daniels.</p>
<p>Richard is survived by his wife of 31 years Evelyn Kalb, his sister and brother-in-law Judith Ann and Richard Pinkowski of Crestview, Florida, an uncle Al MacWilliams of Franklinville, New York, a sister-in-law Linda Chesebro of Franklinville, New York, a son Richard Scot Chesebro of Buckley, Washington, daughter and son-in-law Amy Leigh and Kent Mathew Troutman of Salem, Oregon, a daughter and son-in-law Nova Ray Chesebro and Gregory Kim Calwell of Mt. Angel, Oregon, a daughter and son-in-law Rebecca Lynn and Gary Edwin Tolentino of Jefferson, Oregon, The mother of his children Cheryl MacPherson Walker of Franklinville, New York, grandchildren Miranda Leigh Troutman, Amber Leigh Tolentino, Kyle Mathew Troutman, Russell Allen Chesebro, Dustin Earl Chesebro, Taylor Lynn Caldwell, Krysta Lynn Tolentino, Madison Bree Caldwell, Joseph Scott Tolentino, Carley Ann Caldwell, great-grandson Aiden Scott Tolentino and numerous nephews and nieces. He was preceded in death by his parents, his brother Joseph Alex Chesebro, and his niece Kimberley Ann Pinkowski.</p>
<p>A memorial service will be held at 11:00 a.m. on January 28, 2012 at Fisher Funeral Home in Albany, Oregon with a private internment later. In lieu of flowers the family request that donations be made to the Professional Land Surveyors of Oregon Scholarship Fund.</p>
<p>To make donations to the PLSO Scholarship Fund, please contact the <a title="Contact Us" href="http://plso.org/about/contact-us/">PLSO Office</a> or send a check to the <a title="Contact Us" href="http://plso.org/about/contact-us/">PLSO Office</a> with a note stating that the donation is for the Scholarship Fund and on behalf of Dick Chesebro (including the note is very important).</p>
