COVID-19 PLSO RESPONSE

Professional Land Surveyors of Oregon is here for the professional community and the public they serve during this time of crisis. We are working hard to keep our Board of Directors informed, who in turn, will be your source of information for their respective chapters. If you are not aware of who your Chapter Officers are, please be sure to find out here.

On March 24th, the Board of Directors met to discuss recent activities happening in the Governor's office and PLSO's new policy regarding association related activities only. This does not apply to how you choose to run your own company. You may find the policy in the bulleted list below.

Regarding the March 23 Executive Order, our lobbyist Darrell Fuller has let us know that the order specifically only classified non-essential jobs. After Executive Order 20-12 was released, Leah Horner, the Governor’s Policy Advisor on Jobs & the Economy, wrote to Fuller saying, “[t]hank you for contacting our office this week with requests for definition of essential businesses….To clarify, we are NOT establishing an essential services list. The EO identified businesses that are required to close only. Every other business is expected to maintain social distancing through operations or not operate. No additional EO is forthcoming to address essential services.”

  • The SBA will resume accepting Paycheck Protection Program applications from participating lenders on Monday, April 27, 2020 at 10:30am EDT. With the additional funding provided by the new COVID-19 relief package, SBA will resume processing EIDL Loan and Advance applications that are already in the queue on a first come, first-served basis. SBA will provide further information on the availability of the EIDL portal to receive new applications will be provided as soon as possible.

May 4, 2020:

  • SBA will begin accepting new Economic Injury Disaster Loan (EIDL) and EIDL Advance applications on a limited basis only to provide relief to U.S. agricultural businesses. To learn more about eligibility and apply, click here.

  • EIDL applicants who have already submitted their applications will continue to be processed on a first-come, first-served basis.

  • Court Opinion: Elkhorn Bapstist Church v Governor Brown (under Appeal)
  • The Oregon Supreme Court sets its own schedule. Once written and oral arguments are done, the Court has no time limit in issuing an opinion, allowing the Governor’s Executive Orders to stay in effect for an unspecified time even if they eventually rule against the Governor.

  • The new COVID-19 regulatory system and metrics are posted on the Governor’s website: https://govstatus.egov.com/or-covid-19
    • The new system will place each county in Extreme, High, Moderate, or Lower risk categories (look for the link to the interactive map). That data will be reviewed again on Monday (November 30) to determine which category each county will be initially placed in on December 3.
