    The Opportunity
    WSDOT is currently seeking a Right of Way (ROW) & Survey Manager to join the Olympic Region (OR) Plans & Design Support Office. This role will provide direction and supervision to survey personnel performing advanced engineering work in the collection and analysis of ROW control, monumentation, property boundaries, topographical survey, and other related survey work. While providing leadership, management and oversight to the ROW and Survey Office, the Right of Way & Survey Manager ensures the best technical standards and cost-effective designed are incorporated into the WSDOT Right of Way Plans, and Contract Plans, Specifications and Estimates (PS&E) packages. This position supports the agency’s mission by ensuring that OR personnel follow departmental policies and State laws governing land surveying and survey monument protection while helping to deliver safe, reliable, and cost-effective transportation projects. They also work closely with the Region’s Real Estate Services Office and support the acquisition of property rights needed for transportation projects by creating and maintaining right of way plans which follow agency standards.

    What to Expect
    Among the varied range of responsibilities held within this role, the Right of Way & Survey Manager will:

    • Supervise the development and review of new and revised ROW plans which involve an independent review of property boundaries, alignments, recorded survey data, ownership information, property descriptions from title reports, area calculations, and conformance to Department policy.
    • Manage the ROW update program.
    • Provide expert advice on surveying issues; research existing survey records to establish ROW boundaries.
    • Supervise the maintenance of the region ROW archives.
    • Apply sound engineering judgement and advanced engineering expertise to interpret data, identify problems, and develop solutions for the Cadastral Surveying work group in the OR.
    • Direct the production of surveying documents for the Region and HQ and certify documents.
    • Plan, assign, and review the work staff; ensure staff perform accurate analysis and collection of right-of-way control, monumentation, and other related issues; adjust assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.

     
    Limited amount of work performed outdoors, in inclement weather, and requires traversing rough, steep, and uneven terrain. 
     
    Qualifications
    To be considered for this opportunity, the following are required:

    • Licensed by the State of Washington as a Washington State Professional Land Surveyor (PLS), or ability to attain a PLS within twelve (12) months of appointment. 
    • Eight (8) years of demonstrated experience in surveying with at least four (4) years of cadastral surveying experience.
    • Demonstrated experience in understanding and interpreting title reports, deeds, easements, and other instruments used for the transfer or property rights.
    • Skills to effectively communicate technical information, both verbally and in writing, to a diverse audience including those with non-technical backgrounds.
    • Demonstrated experience supervising staff.
    • Proficient in operating Windows-based computer software, such as MS Office Suire and virtual meeting software, such as MS Teams.
    • Possession of a valid driver’s license to operate vehicles in Washington State.


    It is preferred that qualified candidates also have:

    • Demonstrated experienced developing and revising right-of-way plans.
    • Proficient in operating MS Suite including Excel, and engineering software, including MicroStation, InRoads, or OpenRoads.
    • Two (2) year college degree in survey-related studies.
    • One (1) year of experience as a Transportation Engineer 3 or equivalent level work, such as Bridge Engineer 3 or Transportation Planning Specialist 3.
